I've always been a fan of moe things; cute costume design, cutesy voice actors, magical girl genre..mix that together with a healthy dose of parody, milking tropes, cynicism, internet humour and breaking the 4th wall and you've got Komugi-chan.
I must stress this is not a kid's cartoon, while it's not explicitly adult, it's not appropriate for children.
There were 2 OVAs before this, not that it runs in any particular order or that you'll miss any significant plot... the entire premise of this anime is to be ridiculous.
While there is fan service, there's not an awful lot of it. A huge helping of bounce at the start which pales until Koyori does..anything. Plot-wise with Komugi I have no expectations as a lot of plot tends to come out of nowhere and this is something I long made my peace with.
Be warned there are so many references to Japanese things and so many bits that would only really be funny if you had extensive Japanese knowledge, it may leave you in a state of morbid confusion
